Councilor Irving, on behalf of the entire City Council, presented the property owners of 105, 107, 109, 111 & 113 S. Elizabeth, Harland and Marcene Garriott (Jaklin Garriott-Callow accepted the award on behalf of her parents) with the “Spruce-Up / Clean – Up” award. This program is designed to recognize the property owners who have significantly improved their property.
